(1) If it is found that due to any reason a disturbance has occurred in the distribution of water and a consumer has not been able to fully consume the water, according to the application of the concerned consumer or upon examination by the office, the office shall allow the consumer to consume the water. Fees can be exempted for the entire period that has not been completed.
(2) If all the consumers of a particular locality or region are not allowed to consume water, the department may publish the notice in the Nepal Gazette and grant the exemption.
